Ministry of Environment Decides to Install PVC Inner Windows on One Whole Floor of Their Headquarter Building

The Ministry of Environment which takes initiatives in preventing global warming have decided to install PVC inner windows on one whole floor of their headquarter building, and have put this into account for their budgeting for next year.

Once the budgeting becomes formal, they plan to promote it to visitors as well as to secure heat insulation for a comfortable environment.
According to rumours, other administrations are also planning on similar things. There might even be an unexpected "PVC window frame boom" among governmental offices in Kasumigaseki, Tokyo.
